2023 China-Latin America New Energy Exchange &
Cooperation Symposium Convened in Shenzhen
(From chinareport.com, Correspondent Geng Ling) – On the afternoon of December 1, the "2023 China-Latin America New Energy Exchange & Cooperation Symposium" hosted by the Asia Pacific Exchange and Cooperation Foundation, was held at the headquarters building of Shenzhen Huajian Construction Group Co., Ltd. Andrés Rebolledo Smitmans, Secretary General of the Latin American Energy Organization (Organización Latinoamericana de Energía - OLADE) and former Energy Minister of Chile, along with dozens of leaders from new energy organizations, corporate representatives, and experts, participated in the meeting, achieving fruitful results.

The Latin American Energy Organization (Organización Latinoamericana de Energía - OLADE) is the only intergovernmental cooperation organization in the energy sector among Latin American countries. Established in 1973, it has 27 member countries. Its mission is to strengthen regional cooperation on energy resources, promote the development of the energy industry dominated by oil and energy integration, and coordinate the supply of oil from regional oil-producing countries to non-oil-producing countries. Currently, the organization also serves as the formulator of new energy development plans for the entire Latin America, the coordinator of concerted actions among member states, and the executor of relevant target implementation. Its highest authority is the Ministerial Conference, and its executive body is the Permanent Secretariat, located in Quito, Ecuador. The current Secretary General of OLADE, Andrés Rebolledo Smitmans, is an economist from the University of Chile. He served as Chile's Minister of Energy from 2016 to 2018 and has also held positions such as Under–Secretary for International Economic Relations of Ministry of Foreign Affairs of Chile, Ambassador to Uruguay, Representative of ALADI, Organizational Advisor to the Inter-American Development Bank (IDB), and President of Chile's state-owned oil company, Empresa Nacional de Petroleo (ENAP).

Representatives from HNAC Technology Hong Kong Company, Huaqi (Beijing) New Energy Technology Co., Ltd., Carbon Exchange (Hong Kong) Limited, Lingnan Ecological Culture and Tourism Co., Ltd., Shenzhen Ruida Green Energy Technology Co., Ltd., Blivex Energy Technology Co., Ltd., and the Shenzhen Hydrogen and Fuel Cell Association actively shared their insights on the prospects for future China-Latin America new energy cooperation, presenting many unique perspectives and constructive suggestions. Secretary General Andrés Rebolledo Smitmans provided a comprehensive overview of the future new energy industry plans of Latin America's 27 member states, particularly emphasizing the upcoming new energy strategy of photovoltaic, wind power, and energy storage integration in Latin America and Chile, as well as the focus on power grid transformation and energy storage supporting layouts. He also disclosed key information about Chile's planned 32 GW new energy industry development in the future. Meanwhile, the Secretary General expressed strong interest in carbon sink trading and related technology development, looking forward to in-depth discussions and cooperation with Chinese enterprises in these areas.
On the morning of December 2, at the invitation of Ganfeng Lithium Group, Secretary General Andrés Rebolledo Smitmans and his delegation visited Ganfeng Lithium Group's lithium battery production base and R&D center in Dongguan. Ganfeng Lithium Group has long been rooted in Latin America and achieved remarkable results. All parties reached important consensus on further deepening cooperation in the future. At noon, Yin Hongwei, Chairman of Guangzhou Lingnan Group Holdings Co., Ltd. hosted a banquet for the delegation.
